Dominga was denied a permit in January 2023, but Chile's First Environment Court in December 2024 overturned the decision and gave the ministers 15 days to issue a new ruling. The committee's ruling was backed by concerns over Dominga's possible effect on animal species in the area, such as Humboldt penguins, dolphins, and the endangered Tricahue parrots, as well as the lack of a mitigation plan for spills of fuel or iron concentrate, the report said.
